Our client is the government of one of the most populous regions in North America. Its share of National Gross Domestic Product for 2005 was nearly forty per cent and it is a leading manufacturing region in North America.

The prospects for our client's continued economic growth remains bright over the long term with real output forecast to rise by 2.3 per cent in 2006 and 2.5 per cent in 2007. This growth will foster strong job creation and rising incomes.

Our client has a diverse and well-balanced economy with high concentrations of manufacturing and financial and business services. There has been a marked shift towards export-oriented, higher value-added industries.

Employment in this region stood at nearly 50% of the total population in 2005, one of the highest rates in the developed world. Over 80,000 net new jobs were created in 2005. Job creation is expected to rise by 85,000 in 2006, and 209,000 in 2007-2008.

Inflation is well under control, with modest and controlled rates of inflation forecast over the next two years.

Its citizens, in most years, can expect the region to be one of the fastest-growing regions in the advanced industrial world. The area benefits from a growing labour force, which is attracted and sustained by a high quality of life and equipped with the education, skills and initiative needed to compete in today's knowledge-based market place.

PURPOSE OF THIS COMPETITION

Our client, represented by the regional office of economic development and trade, is seeking to contract with local service providers in a variety of regions around the world on a fee for service basis for the following purposes:

International Investment in our region:
  • Our client seeks to retain an In-Market Business Development Consultant or Company on a fee-for-service basis who will conduct Corporate Calls and generate Investment Leads in one or more of the United States, Western and Northern Europe, Japan and South America. They will provide market and company intelligence for the Client. The successful consultant will be a senior and experienced business executive or consulting firm with skills in sales, marketing or corporate development who is capable of securing presentations with corporate decision makers responsible for expansion in this market.


  • International Trade for our corporations:
  • Our client seeks to retain an In-market Trade Development Consultant or company on a fee-for-service basis to conduct Corporate Calls and generate trade leads in Chile, Brazil, Mexico, the Middle East, China and India. They will provide market and company intelligence for the client. The successful consultant will be a senior and experienced import / export business executive or consulting firm with skills in international market development, trade development and sales with a proven ability to identify and open markets for international business in manufacturing, resource and knowledge based industries.



  • CONTEXT

    Our client has a core responsibility to:
    1. attract foreign direct investment (FDI) into their jurisdiction and,
    2. enhance their ability to export manufactured products and assist providers of services in this region.
    A promotion and attraction program markets this region as a premier investment location to key investment decision-makers and influencers in target markets through advertising and promotion and investment sales initiatives.
    1. The investment attraction program targets sector and geographic markets which have been identified as primary opportunities because of their growth characteristics, their links and importance to the client's economy with respect to job creation and capital investment; and their capacity to provide better workers for better jobs in an innovative economy.
    2. The successful proponent will be primarily responsible for conducting Corporate Calls and generating Investment Leads with key decision makers
    3. The successful proponent will increase the corporate awareness of the competitive advantages of the client and influence decisions to attract new FDI.
    4. The successful proponent will undertake Corporate Calls on site selection consultants, industry influencers and related intermediaries to create awareness and generate Investment Leads;
    5. The successful proponent will initiate and execute awareness-building seminars.
    6. The successful proponent will provide strategic market information and business intelligence on a quarterly basis
    7. The successful proponent will undertake additional lead generation activities as required, e.g. trade shows, conferences and conducting investment seminars.
    The client has publicly championed increased competitiveness and trade through increased global orientation. This strategy supports the creation of value-added jobs by enhancing its profile in key countries and increasing exports.

    Services include the generation of business leads, making sales calls on corporate and government representatives, organising networking events, trade activities and providing market intelligence to exporters
    1. The trade development program targets markets which have been identified as primary opportunities because of their growth characteristics and their importance to the client's economy with respect to export opportunities leading to job creation.
    2. The successful proponent will conduct Corporate Calls on key decision makers in the Territory to increase corporate awareness of the competitive advantage of doing business with client companies/partners and influence decisions to source their products and services.
    3. The successful proponent will identify and provide information on trade leads in the Territory.
    4. The successful proponent will undertake additional lead generation activities as required e.g. trade shows, conferences and conducting trade seminars, etc.
    5. The successful proponent will provide strategic market information and business intelligence on an ongoing basis with an annual report timed to provide input to the annual operational planning process.

    PROJECT MANAGEMENT

    The successful proponent will maintain regular contact and coordinate activities with the corresponding section team member(s) and the Team Leader; and report to the management.


    FORM OF AGREEMENT

    The selected proponent will be required to enter into an agreement with the government of this region for the provision of the Deliverables in accordance with the terms and conditions set out in a legal and binding contract, the terms of which shall be presented upon pre-qualifying for this competition. The form of Agreement may be amended in accordance with legal advice received by the Ministry in the jurisdiction of residence of the Consultant. It is the Ministry's intention to enter into Agreement with only one (1) legal entity per region. The term of the Agreement is to be for a period of one year commencing upon the execution of the Agreement, with an option in favour of the Ministry to extend the agreement on the same terms and conditions, based in part on an annual review conducted by the Ministry, for an additional term of up to two additional years. The review will be based on satisfactory performance in the Ministry's sole opinion, Ministry policy direction and availability of funds.
